Proposals prepared for Tokushima and Hyogo are used as reference while local needs and conditions are reviewed.

Shared principles

  • Provide education, assessment and system quality, not job placement
  • Enable both workers and employers to learn and improve
  • Increase transparency of costs, contracts, education, assessment and consultation
  • Prioritize consent, rights, safety and data minimization
  • Clearly distinguish proposals, discussions, pilots, implementation and results
